I have married many couples where one or both members are not Australian citizens. 
If you plan to marry someone who is not Australian they must have a visa to visit or migrate to Australia if you are both planning to live here. A person may be able to migrate to Australia permanently if they are in a relationship with an Australian citizen, Australian permanent resident or an eligible New Zealand citizen. The relationship should be a married relationship, a de facto relationship, a prospective marriage (fiancé(e)), or an interdependent relationship. Interdependent relationships are usually a same sex partner relationship.

When you book me for a wedding I will supply you with a letter stating that you have lodged a Notice of Intended Marriage which you will need to submit to the Department of Immigration along with your application.
If you are not planning to live in Australia no contact with the Department is required.
